Trucking News Roundup: Spot Rates Jump All Three Equipment Types, Motus Biennial Pause, English Rule Push, CDLIS Fight, Diesel Squeeze (Sept 13, 2026)

Spot rates rose across all three equipment types, FMCSA paused Motus biennial shutoffs, an English proficiency rule moved forward, states fought a bulk CDLIS data pull, and diesel kept squeezing lane math — five stories from the dispatch desk in Melissa, Texas.
Spot rates: all three equipment types rise same week (first since May)
Carrier Atlas (Sept 12) says for the week ending Sept 11, dry van, reefer, and flatbed spot all moved higher in the same week for the first time since May. Dry van all-in spot jumped about 9 cents (biggest single-week gain in nine weeks). Reefer all-in rose about 13 cents after a 16-cent gain the week before. Flatbed all-in added about 3 cents (first increase since mid-June). Year-over-year, all three ran roughly 39% to 42% above the same week in 2025. DAT linehaul snapshots cited: dry van about $2.21/mile, reefer about $2.74, flatbed about $2.66. Load counts fell while rates climbed (van loads down ~4.2%, flatbed ~10%, reefer ~0.4%). Tender rejections pushed above 14% into Labor Day — highest in about three years — as carriers stayed picky on spot.
What it means: Capacity, not booming demand, is still setting the floor. Shippers: lock asset trucks out of DFW/Melissa before peak — quote page. Drivers/OOs: reefer and clean CDL-A paper still matter when brokers bid up.
Motus: FMCSA pauses USDOT shutoffs for missed biennial updates
FreightWaves (Sept 9): FMCSA temporarily suspended enforcement of the biennial update requirement and stopped inactivating USDOT numbers when registrants miss those filings. Relief covers deadlines on or after June 1, 2026, until further notice, during the Motus registration transition (Motus launched May 19). The filing duty is not canceled — enforcement is paused. Intrastate-only carriers: Motus no longer offers a federal biennial path; state rules may still apply.

English proficiency: proposed rule would lock in OOS practice
Summar Freight Market Update (September 2026 briefing): FMCSA proposed a rule on Aug. 10 that would formally put today’s English-language proficiency roadside practice into federal regulation. Drivers who fail the current assessment can already be placed out of service. The proposal mainly codifies the OOS consequence so it is harder to reverse with a memo later. Carriers still need documented, roadside-ready drivers.
What it means: Prefer fleets that hire on clean, documented CDL-A and train for inspection interactions. Apply: company drivers / owner-operators.
CDLIS fight: states block bulk pull of ~17 million CDL records
Same Summar briefing: On Aug. 13, 21 states plus D.C. sued DOT and FMCSA over a demand for bulk access to CDLIS Master Pointer Records covering roughly 17 million commercial drivers (names, DOB, SSN or alternatives, license numbers, state of record). States say DOT threatened to withhold more than $10 million in federal funding from AAMVA if the full database was not handed over. A federal judge issued a temporary restraining order on Aug. 21 blocking the transfer while the case proceeds; a follow-on hearing was set around Sept. 10. No immediate new carrier filing duty — watch the litigation.

Diesel climbed while August spot cooled — price the whole lane
Summar cites EIA: national diesel fell to about $4.58/gal in early July, then climbed to about $5.65/gal by Aug. 24. Meanwhile late-August DAT all-in spot eased from July (van ~$2.90 vs $3.01; reefer ~$3.36 vs $3.42; flatbed ~$3.55 vs $3.64) even as load-to-truck ratios stayed much tighter than August 2025. U.S. Bank Q2 Freight Payment Index: shipments −2.8% y/y while shipper spend +28.1%. Cass July: shipments −4.8% with Truckload Linehaul Index +8.6%. Story: shippers paying more to move less — fuel makes lane math unforgiving.
