Trucking News Roundup: FMCSA Emergency Relief Goes to 30 Days, Paper Medical Card Deadline Oct 11, Small Carriers Park Trucks on Diesel, Class 8 Orders Split, Kodiak Eyes Driverless I-45 (Oct 5, 2026)

Monday roundup from the dispatch desk in Melissa, Texas: FMCSA's longer automatic emergency relief takes effect today, the paper medical card grace period runs out this weekend, small carriers are parking trucks as diesel cash flow bites, September truck orders send mixed signals, and Kodiak lines up a driverless I-45 lane between Houston and Dallas.

FMCSA stretches automatic emergency relief from 14 to 30 days (effective today)

Federal Register / FMCSA final rule (published and effective Oct 5, 2026, docket FMCSA-2025-0124): When a governor, a governor's authorized representative, or FMCSA declares a regional emergency, the hours-of-service and related relief that kicks in automatically now lasts up to 30 days instead of 14. The agency said it was answering several petitions for reconsideration filed after its October 2023 rule shortened the window; the change was first proposed in January 2026.

Drivers hauling direct emergency relief still need to stay inside the terms of the specific declaration.

What it means: Fewer gaps and re-extensions when storms or fuel disruptions hit a region, but you still have to be on qualifying relief freight. Serious Class A drivers out of Melissa/DFW — company drivers / owner-operators. Shippers planning storm-season backup capacity — get a freight quote.

Paper medical card grace period ends Oct 11 — check your CDLIS record now

FMCSA National Registry notice (docket FMCSA-2026-0265): The six-month exemption that lets CDL and CLP holders and their carriers rely on a paper copy of the medical examiner's certificate, for up to 60 days after the exam, expires at 11:59 p.m. on October 11, 2026. After that, proof of medical certification is the electronic status your examiner sends through the National Registry to your state's driving record.

FMCSA said it does not expect to grant further nationwide waivers. Driver-training outlet Astel advises drivers to confirm their record shows certified with the new expiration date, and to keep asking for the paper copy since it helps sort out transfer errors.

What it means: If you got a new DOT physical recently, verify your state record before you run this weekend — a missing update can mean an out-of-service problem at roadside. Hiring Class A with a current DOT medical card — company drivers / owner-operators. Freight that needs a compliant truck — get a freight quote.

Diesel eases off the record, but small carriers park trucks over cash flow

The Wall Street Journal (Oct 4, 2026), summarized by ELDT.live: Some independent drivers and small carriers are parking trucks, cutting costs, leaning on credit, or turning down loads because the cash needed for diesel can run ahead of what the trip pays back.

AAA had the national diesel average at about $6.3554 a gallon on October 3 — below its September 22 record near $6.5276 and the prior week's $6.4839, but still about $2.65 above a year earlier. The latest EIA weekly reading was $6.382 for the week of September 28; ELDT.live cautioned that AAA and EIA use different methods and should not be blended.

What it means: Capacity can leave the market even when freight is there — fuel is a cash-timing problem, not just a price problem. Company seats, or OO 87–90% gross with non-forced dispatch — company drivers / owner-operators. Shippers wanting an asset carrier that won't re-broker — get a freight quote.

September Class 8 orders: FTR says up, ACT says down

Logistics Management (Oct 5, 2026): FTR put preliminary September Class 8 net orders at 21,300 units, up 18% from August and 3% from a year ago, while ACT Research counted 18,700, down 9.5% year over year. Both pointed at the unfinished EPA 2027 NOx rule.

FTR said the NOx pre-buy is over and model-year 2027 pricing is still unclear, estimating a nonconformance-penalty path could pass through about $6,000 to $7,000 per truck versus about $8,000 to $12,000 for a fully compliant engine. ACT's analyst said fleets want to replace aging equipment but lack regulatory clarity to plan.

What it means: New-truck costs for 2027 are still a moving target, which matters for anyone pricing a lease or a first truck. Owner-operators with their own authority or truck — owner-operators; company drivers who would rather not carry the truck note — company drivers. Shippers locking Q4/Q1 capacity — get a freight quote.

Texas: Kodiak plans driverless IKEA freight on I-45 by year-end

Logistics Business and Defense World (Oct 4, 2026): Kodiak plans to run IKEA freight without anyone in the cab on a 219-mile stretch of Interstate 45 between the Houston and Dallas areas later this year, part of a 292-mile route from IKEA's Baytown distribution center to its Frisco store.

The launch depends on finishing a highway safety case, which Kodiak reported as 93% materially complete at the end of August, up from 84% in February. Over four years with a safety observer aboard, the partnership has logged more than 1,300 loads and 750,000 miles.

What it means: Driverless lanes are coming to the Dallas–Houston corridor first, but most Texas freight still needs a qualified human CDL-A driver behind the wheel. DFW hiring — company drivers / owner-operators. Need a truck that shows up today — get a freight quote.
